Then two Canadian-specific requirements arrive that have nothing to do with radios, and neither of them was in the budget.

§02Two standards families, both apply

§03Category I means someone else issues the certificate
Here’s a structural difference from Australia worth being explicit about, because the two markets pull in opposite directions. Australia runs on supplier self-declaration — no certificate exists. Canada, for equipment in this category, does the reverse.
Equipment covered by RSS-247 is classified as Category I, and Category I equipment requires either a technical acceptance certificate issued by ISED’s Certification and Engineering Bureau, or a certificate issued by a recognised certification body. Foreign certification bodies designated by ISED can issue the certification number, which is how most overseas-manufactured products are handled in practice. You cannot self-declare your way into this market with a Category I radio.
Once certified, the product receives an ISED certification number and is listed in the Radio Equipment List — a public register. Both the number on the device and the REL entry matter: the listing is what confirms to a distributor, retailer or border officer that the equipment is legitimately certified.
§04Hidden cost one: bilingual is a production requirement
Canada has two official languages, and consumer product labelling, safety information and instructions are generally expected in both English and French. For a baby monitor this reaches well past the compliance folder and into your production files.
Affected: the retail box artwork, the printed manual, on-product safety statements and warnings, and the compliance statements required under RSS-Gen. Each of those is a print file, a translation cost, and a version to manage across production runs.
The failure mode is timing. Buyers treat language as a documentation task and discover it after packaging artwork is finalised and the first print run is quoted — at which point the French layer means re-laying out a box that was designed for one language. Plan it before artwork is locked, not after.
Practical tip: ask the factory for editable artwork files with the bilingual requirement stated up front, and have the French translation produced or reviewed by someone competent rather than machine-generated. Mandated compliance statements have specific wording; a rough translation can fail on content, not just polish.

Non-Canadian manufacturers are generally expected to appoint a local representative to handle regulatory correspondence and act as the point of contact for ISED. This isn’t as heavy an obligation as Australia’s Responsible Supplier regime, which requires a registered local entity holding the compliance position outright, but it’s a real requirement with a real cost, and it needs a name attached before you’re in the market.
If you’re selling through a Canadian distributor, this is often something they can accommodate. If you’re going direct — a DTC brand shipping into Canada, or an Amazon.ca seller — you need to arrange it deliberately. It’s the kind of item that’s trivially solved if identified in planning and disruptive if discovered at launch.

- “FCC certified, so Canada is automatic.” The measurements overlap heavily; the certification, the number, the REL listing, the language layer and the local representative are all separate work.
- Only RSS testing quoted, no mention of ICES. Half the emission picture. The processor and power supply need their own path.
- An ISED number offered without a matching REL entry. The listing is the verifiable half — check it.
- Certification granted under a superseded RSS-247 issue with no plan to address the transition.
- French translations that are obviously machine-generated. Mandated compliance statements have specific wording requirements.
- No answer on who the local representative will be. This has to have a name before you’re in market.
