A brand planning its second and third markets usually assumes the worst: six markets means six rounds of testing, six invoices, six timelines. That assumption is wrong in an interesting way. Most of the testing carries over. What doesn’t carry over is everything around it — and that’s the part nobody budgets for.

Quick answer

A wireless baby monitor needs radio approval in every market it enters: FCC authorization (US), CE marking under the Radio Equipment Directive (EU), UKCA (Great Britain), RCM under ACMA (Australia), ISED certification (Canada), and TELEC/MIC approval under the Radio Law plus PSE for electrical safety (Japan). The useful thing to understand is what transfers between them. §01The assumption that makes expansion look impossible

Ask a brand why they’re still selling in one market and the answer is often cost: “certification for a second market is another five figures, so we’ll do it when we’re bigger.” That instinct treats certification as a single indivisible expense that repeats per market. It doesn’t. Certification is two different things bundled under one word, and they behave completely differently across borders.

The first is measurement — putting the device in a chamber and recording what it emits, how it behaves under interference, whether the adapter is electrically safe. Physics is the same everywhere, and the standards different markets use to measure it overlap heavily. The second is legal architecture — who declares conformity, who is answerable inside the jurisdiction, what mark goes on the housing, what language the warnings are in. That part is sovereign, and none of it transfers.

Test once, declare six times. The chamber work is largely reusable; the paperwork never is.

§04What’s distinctive about each market

The table shows the shape. These are the specific things that catch buyers out — one per market, drawn from what actually goes wrong.

United States The grantee question, not the certificate question

FCC authorization attaches to a grantee — the entity legally responsible for the equipment. Selling under a supplier’s FCC ID is normal and legal, but it means the supplier is the responsible party for enforcement purposes. Whether that’s acceptable depends on how much you trust their production consistency.

WATCH Modifying the product — housing, screen size, antenna position — can invalidate the existing authorization for the modified configuration. Delta testing is an analysis, not an assumption.
European Union Self-declaration doesn’t mean self-testing

CE marking is a declaration you make, not a certificate someone issues you. That freedom is often misread as “no lab needed.” In practice the declaration has to be backed by a technical file with real test reports, and the responsible economic operator in the EU — often you, the importer — is the one who answers for it.

Great Britain Same tests, different paperwork

For most baby monitor categories the technical requirements closely track CE, and CE test reports can generally support the UKCA declaration. What must be separate is the declaration document itself and the marking. Northern Ireland follows different arrangements from Great Britain.

Australia No certificate exists — and someone local has to sign

RCM works on supplier declaration: no government body issues you a certificate. Compliance rests on holding the right evidence and registering as a supplier. Critically, the “supplier” in Australian terms must be an Australian entity — an overseas manufacturer can’t hold this position alone. Records must be retained for years, and penalties for non-compliance are substantial.

Canada Bilingual is not optional, and FHSS has its own standard

Canada has a specific standard family for licence-exempt radio, and RSS-247 explicitly covers frequency-hopping systems in the 2.4GHz band — directly relevant to dedicated FHSS baby monitors. Certification comes through a recognised body, and the product must be listed in the Radio Equipment List. Every label, manual and safety statement must exist in English and French.

Japan Two separate approvals, and the mark can’t be a sticker

Wireless approval (TELEC/MIC under the Radio Law) and electrical safety (PSE) are separate regimes with separate processes. For a baby monitor shipping with an AC adapter and a lithium battery, PSE considerations can apply to both, in different forms. And the technical conformity mark with its certification number is expected to be permanently applied to the housing — printed or etched, not a label that can peel.

§05Sequencing: which market first, and why order matters

Because test data is the reusable asset, the order you enter markets in has a real cost consequence. Two principles:

Start where your volume is, not where certification is cheapest. The saving from picking an “easy” first market is small; the cost of building a brand in a market you don’t actually sell into is large. Certification order should follow commercial priority.

But scope the first test round for reuse. This is where a good manufacturer earns their fee. If you know a second and third market are coming, tell the lab and the factory before the first test round, so the test plan is written to cover overlapping standards where possible rather than the narrowest path to one approval. Retrofitting a test campaign is more expensive than scoping it wide once.

The practical consequence: your first market’s certification budget should be slightly higher than the minimum, and every subsequent market’s should be much lower than the first — but never zero, because the local layer recurs in full. The full cost model is in our multi-market budget guide.

§06What to ask your supplier, per market

  • Can I see the test reports, not just the certificates, for each existing approval? Reports are what a new submission can build on.
  • Which of my target markets can be covered by delta testing against existing data, and which need a full campaign?
  • Can the test plan for my first market be scoped to support the others I’m planning within 24 months?
  • Can label artwork accommodate multiple marks and my local operator details for each region — as editable files?
  • Which manual languages can you supply, and are the mandated compliance statements included rather than machine-translated?
  • For Japan: how is the conformity mark applied — printed, etched, or a label?
  • Written change control: any component or layout change that affects RF must trigger notice and re-assessment, in every market you’re approved in.

§07Red flags

⚑ Signals your multi-market plan is built on sand
  • “We have international certification.” There is no such thing. Approvals are per-market and per-model; a supplier using this phrase is describing a folder, not a status.
  • Certificates presented without the underlying test reports. Reports are the reusable asset. Without them, your second market starts from zero.
  • Approvals held in a company name that doesn’t match the business licence. A common documentation failure — see the document cross-examination method.
  • “Certification covers the whole product family.” Approvals attach to specific configurations. A different screen size or antenna position may need re-evaluation.
  • No answer on who holds the local responsible-party role in Australia, Canada or the EU. This is a structural gap, not an administrative one.
  • Manual translations that are obviously machine-generated. Several markets require specific mandated statements; a rough translation can fail on content, not just quality.
  • “The module is already certified, so the product is fine.” Module approval and finished-device approval are different things in several markets.
